Starting in safe mode is usually enabled by pressing f8 during the posting screens (black and white writing before what you described as "the thing where it says windows and that little green things keeps going past")

Should give you a list of options, choose safe mode and it should boot up into safe mode with no running programs and limited networking options. This way you can do a virus scan or remove a piece of software that caused the big windows cock up.

To enable the BIOS (main menu of the computers settings) pressing something like Del, F2, F10 etc should jump you into it. It should say on the screen when you first turn it on something along the lines of "press (insert button here) to enter setup".... basicaly just hit that button.

You then want to navigate to the boot devices and enable the cd/dvd drive as the first boot option, if that doesn't seem to work set them all to cd/dvd drive.

If it doesn't work, post up again and we'll go from there.

P.S. Your DVD should turn up tomorrow for you ;)
