If you have an 18t freewheel on the rear, you do really need a 27t cog up front to have a decent gear ratio.On your mission, you'll probaly have a 24t cog on the cranks, so putting an 18t freewheel on the rear will mean you will have a much lower gear ratio than most peoples mods.But yes, it will work.
