Tar does not damage the rim in anyway really, the thing that's more likely to happen is brake pads getting ripped off the backings and frame brake mounts getting stressed.

To clean tar off, the best thing to use by far, is Disc brake cleaner, either Muc-Off's or Halfords, well any will do. But yeah, this is an alcohol spray that completely destroys tar, and you just need to wipe it off with a tissue. It evaporates too, and does not leave an oily residue like white spirit does!

Pretty much ideal for tar-cleaning ^_^

or you could use turps to clean the pads and the rim much better than using sandpaper

steel wool works better than sand paper for pads and rim
