A mod was originally a bike with no gear and a stock one with 5 gears minimum, I suspect that the 24" class will be the same as stock. In that you need 5 gears.. At local comps its all easy going anyway, so I suspect everyone will be able to ride with or without gears etc. The ywill most likely bring in a new rule if they become popular anyway..
