If your downloading at 250kb/sec, your download is done super quick anyway, even if your downloading a very large file it dosn't take long. What needs to be increased is the upload rate. I'd much rather my d/l be there whn I want it rather than waiting a minute. even then, the wider bandwidth means that if you runa network then you don't get bottlenecked by others.
