EDIT: If you found a suitable length but with, say, 5 degrees rise, you could run it upside down and use stem stackers to make an effective 0 degree rise. Alot of road stems come in oversize now and are more likely to be found in the kind of dimensions you are after. 3T stem (cheap option) FSA (available in exactly the kind of length and rise you described) Thomson (if you're feeling posh) Good luck.
