I think if you have only a portable TV then it might be covered by your parent's licence. I never bothered, and neither did any of my friends and no-one got shafted. One for your room and one for the communal area that's spiggin ridiculous, TV licence peeps. The way the detection vans work anyway is by re-radiation from the aerial, which, when connected to a central feed, could be anybody. By the way you need a TV licence for anything capable of receiving a TV signal unless it has been de-tuned (i.e TV with no aerial, not tuned and you only use to play vids on) or is powered completly by it's own internal batteries.
