For example...to get @ you have to press the " key and to get " i have to press @ and so on... Some other keys are mixed up aswell, really annoying. On laptops there is a numerical keypad on the main keyboard (as it doesn't have a separate one). When you press NumLock (sometimes by accident) then it activates the numbers, and so you get numbers instead of letters. It's nothing to do with America.
