This has to be something to do with the graphics card. Go display properties-->settings-->advanced and see if there is anything in there.

Obviously on your laptop the display is going to be LCD or TFT so it isnt a mis-aligned CRT projection. And you say around the rotated screen is BSOD blue so it isnt that the screen has physically rotated inside the casing somehow.

And the screen takes its signal in horizontal scan lines so and it would take another processor in between your graphics card and your screen to perforn the rotation. My thought is that your graphics card is outputting the signal that way for some reason.

Like i said check the settings.
