Flatland bikes tend to be super short (like 18/19") but some street riders also run short frames to make the bike more flickable as a short bike will spin faster and the front wheel should feel lighter for manuals etc. To be honest, anything around the 20.5" mark would be fine for virtually any type of riding, unless you're really tall in which case something along the lines of a macneil Deuce Deuce with a 22" TT would save you looking like you're riding a kids bike...to some extent!
