You can drive when you are 16 if you have a previsional license but only if you have an adult ,with a license, in the car at the same time. I know this because my dad does a part time job as a driving instructor and he realy doesnt like the new rule but...

If i'm learning, with my mum in the car, and it's my mum's car, do I need to be insured on it? Yeah? Wouldn't I be rejected insurance when I give them my date of birth?

Right,

Firstly you must be 17 (or 16 with a disabilty) to legally drive a car on the public highway in the uk.

secondly the driver i.e the person at the wheel must be insured to drive the vehicle, unless it's one of those company cars or vehicles on a blanket insurance scheme.
