philking
Did u loosen the stem clap bolts that clamp the stem onto the steerer?

TheMunn
You should check the bearing race on the fork's is on properly, and also that you have enough headset spacer's to space it out making sure that it can go tight.
philking
Also if u are using a hope head doctor or something similar, or even a star fangled nut, make sure it is gripping the inside of the steered properly. I ran a head doctor for about a day, but got rid of it cause it didnt grip the inside of the steerer, therefore when i tightened it, it didnt pull everything together, it just slid upwards. Phatmike
Which headset is it?
GuyJames
Loosen the top cap bolt and the side bolts on the stem. Then get a big friend of your to push down as hard as he can on the bars while you do up all the bolts. Always works for me :-
