Cannondale steerer tube

So I had a look and compared them to a some fattys. Neither appear to be welded the fattys are drilled and pinned with hollow pins in the yoke and when you look in there is a line where the bottom of the steerer tube and the fork yoke meet. Actually would they be able to weld the steel steerer to ally forks? When looking and getting the verniers out the hole in the fork yoke on the fattys was 26mm and on the ultras it was 28mm so if it can be done the new steerer would need to be flaired out at the bottom to suit. Or an aluminium one machined. Or would a steel one with a knurled end be an option
