I assume the hex is to grip with a spanner/adjustable but it looks like it's on the wrong side to fit the notches onto the sprocket teeth?? After a closer look though I understand, at first glance the 2nd pic looked like the tool was sat on the top and the circles were the heads of the splines sitting on top of the sprocket. I think an angled picture from the side would have shown it better for me personally. Must admit looking at it on a mobile phone doesn't help though!
