Exactly what I was thinking but on the other hand rim tape isn't stuck to the rim either. I suppose you could do a loop or two 'sticky side up' then go over it with the same or any other tape to stop it sticking to the tube. Also doing it this way you could use any tape 'that looks cool': personalised packaging tape, chevron tape, reflective tape (such as on emergency/recovery vehicles). Fold it in half, or cut it and stick the halves together... I did use tape with the sticky bit through the holes once, wouldn't recommend it if you want a clean rim haha.
