josh barker
take the pads and put them over the ring on the cooker, it burns all the oil off, and works everytime for me for your disc get some fine emery or wet n dry, rub it all down, until the surface is a bit scratched, then use some brake cleaner and hot water, should work

N.Wood
I have 2 things to add: 1. I use meths for the rotor and put pads in a small 'bath' of meths in the bottom of a cut-up coke can and set alight to it, burns off any oil. 2. Don't use car brake cleaner - it contains oil to stop car disks rusting that is burnt off at the higher temps they get to.
