20" is going to be his best bet. People saying 24" I can see where your coming from but all 24's even 2nd hand will cost about 400 and will swamp a small guy (in terms of build not height) even if hes looking at getting into street trials the best way of doing it is to have a pure trials bike and a BMX then once you have the firm basics covered on both you can get a 24 and merge your styles.

Getting the hang of hopping and jumping on a trials will be a hell of a lot easier on a 20" (mod) and his progression will probably be quicker.

Look at old 04 T-pros if you can find one should be about 150 with dual maguras and stuff ill have a look.
