You could try boiling water and putting the pads in to try get rid of and dirt on the pad. I've tried different types of pads, spent about £10 more getting decent ones and they didn't make a difference to the performance. Have you considered getting an adapter and a larger rotor? The usual technique is to douse the pads and disc in meths and burn them, it clears off the shit. Make sure not to burn yourself! Or set fire to the house. Or dog.
