I think the conclusion was that it'd be pretty expensive to do, and wouldn't really be worth it considering if people were desperate to get something they could always just phone up instead. There are many reasons why, but the main thing to bear in mind is that to create an app takes time. The people creating it will generally want reimbursement from their time, either from the end user, or more often the person who's requested them to do it. Even if you yourself don't pay for it, somewhere along the line someone has to. The Tartybikes website is pretty tech, even though from the front end it might look relatively straight forward. There's a lot of behind-the-scenes stuff that makes it all happen. I don't really know much at all about making apps, but I'd imagine it'd be fairly tricky to do, hence it costing a lot as it'd take a long time.
