It means you have no control over the image and someone could put a picture up of a kitten and two days later upload a porno of the same image name instead. To be honest it's not really an issue nowadays as image abuse rarely happens and internet bandwidth has increased a lot over the years. It's somewhat of an archaic mentality from the days of dial up.
