If you steerer tube is the same thickness all the way down then you'll need a LONG flat head screwdriver or metal/wood bar and a hammer and tap it all the way down and out the bottom of the steerer.

And to fit the new one sit it on the top of the steerer with the bolt in the thread and tap it down gently a bit at a time till its in the same position as the old one and your done.

However I don't think the hole in the bottom of the steerer is wide enough, as it seems narrower than the rest.

How come you have a new one? You can either leave the old one in there and just tap it down enough to get the new one in; or you can smash it out from the bottom, you will need a decent length of bar small enough to fit through the bottom of the steerer, hit it hard enough with a big hammer and it will go. If youre not bothered about the extra 10g from leaving the old one in there then thats the easiest option :)

yeah same problem with my echo forks, get a piece of copper plumber pipe or something and smack the hell out of the star nut, it will eventually get stuck and be all mashed, then flip the bike upside down and go in through the bottom, give it a little hell and it'll fly out with a bit of persuasion. ;)

Had a search a while ago and found that you can drill out the middle of the star nut to make it easyer to remove. Think there is a video on youtube with someone drilling it out. He just pulled the rest out with pliers. Hope this helps.
