With your pads (as new as possible, ideally) set up with the brake as far out as possible, measure between the pads. Take around 5mm off this number (obviously you dont want your brake constantly locked). If this number is equal to or greater than the width of an inspired rim, you should be good to go. The other area of contention could be the tyre clearance with the wider rim. Pretty hard to measure it, but can usually just change your tyre to a smaller one to fit.
