If you've got a local bikeshop to which you're well acquainted then they usually do jobs like this for you, however i'd always recommend getting the tool yourself. My local bike shop when I was at Uni on the other hand... If you need to find a good bike shop I would ask people to suggest a good one in your area, you never know your local Bikehut may be staffed by TF regulars.
