What Is Flexing?

Usually people prefer to flex in your chainstays/back brake. It due to the brake being so powerful its pushing the frame outwards. Using a booster will elliminate this.

There is also spoke flex. When you run a disk, due to it being one one side it will pull the rim to the disk side (correct?)

I think.. ;)

It's due to your brakes (Vee and Hydraulic rim) being so powerful that they actually bend the frame away from the rim.

Usually counteracted by using a brake booster which makes the brake set up a lot more stiffer and reduces flex. Some frames also have brake boosters in built in to the frame near the brake mounts.
