If not then they should have phoned you, but from your point of view it's better they put the spacers on rather than cut it too short. Don't let them charge you for cutting the steerer, they can have have the spacers back if they want money, alternatively, cut it down yourself for free, it's REALLY easy. I did indeed tell them how much I wanted. I took in my spaces/stem and asked them to cut it down and they said it would be fine. I now will be doing it myself and getting refund from them.
