My spare rear wheel sits in my Ashton Justice over to the left. The tyre rubs the frame when i tip the bike to the right and my tensile offset mounts are set so one is out and one is in. PAIN IN THE ARSE! This is only a tempory wheel till i can afford new rim but would like to know if normal mountain bike rear hubs are off centered please.

A normal mountain bike wheel should sit central in the frame and be equally dished from either end of the hub axle, as with any hub/rim combination, geared or singlespeed.. Your wheel may be true, but it sounds like it isn't dished correctly which is what Nick is advising you to do.
