EDIT: Oh, and the reason is because that means the bars are closer to matching your natural arm/wrist angle. They'll be more comfortable to ride like that. A lot of time and effort goes into designing bars (or copying other people who have spent time designing bars) for comfort and control. As Luke said, they're riser bars because they should rise, and that puts the upsweep and backsweep in their right place for your body. It kinda evens things out when you get on the back wheel as the bike obviously rotates back a bit which negates it, but makes it feel hideous for anything on the front/both wheels.
