how would i insert headset cups without the tool ?

As a very last resort.

Do a search, it's been covered loads of times.

A long threaded rod with some big, thick washers and two nuts is all you need, DIY headset press win.

Take your time and don't keep pushing them if they're going in wonky

place the cups gently in the frame, then put the whole headtuve with the cups in a vice and tighten it up untill its fitted, best and safest way to do it

Vice or big G clamp, with wood/cardboard to protect the cups
