There is a sticky thread stating the rules and included in its name is "Read This First!" , which doesn't mean 'please read this if you can be bothered, if not then no worries.' Like they put all their details,username and that then it takes them to the page with them all on? Personally I think that all new members should be redirected to said rule thread, and be unable to navigate away for a few minutes, giving them time to read the rules.
