No, the new members section is for new members who are likely to ask the same questions over and over without using the search function, like "whats the best brake pads/forks/skin tight jeans?". I've never seen this question pop up before. Maybe through the registration process it explains to you what the text under the avatar is, but if it does not i don't see an explenation elsewhere.
