Headset Help Please

Is everything installed correctly? Like bearings up the right way and the cups sitting flat with the frame? Perhaps it's too tight? Perhaps the headtube is flared causing you to having to over tighten the headset?

So refer the manual or instruction sheet found online for whoever makes the headset. Remove the cups, and if they're able to be installed with your hands then the headtube is damaged, even only partially installed. You could try changing the cups from top to bottom and trying and old cup to see if it's either end of the headtube or the cups that are damaged. Also using a torque wrench to tighten the top cap, but those are expensive.
