Dan6061
They're testing the paint for lead on kids bikes, 24" wheel sizes and below, to stop kids from getting lead poisoning incase they decide to try and eat their bike. Ben John-Hynes
Basically, bikes that have wheels 24" and under will be tested for lead in the materials used. Which makes the whole process more expensive, meaning nothing really. haha

middleageman
Hi, regarding the lead in paint issue , Although lead improves paint performance, it is a dangerous substance. It is especially damaging to children under age six whose bodies are still developing. Lead causes nervous system damage, hearing loss, stunted growth, and delayed development. It can cause kidney damage and affects every organ system of the body. It also is dangerous to adults, and can cause reproductive problems for both men and women.(wikipedia).I was a painter and decorator for many years, hence why we wear protective mouth/nose masks whilst sanding old paintwork.Hope this helps.
