I am sure that car tires that are built for water are designed to channel water away WHEN SPINNING. I am not sure that the would be any improvement in traction if the tire is not turning. Wen i needed a new tyre i thaught i'd go for an echo wich a very good in the wet because of the softer compound but i fynd in the wet they dont perform as well as the cc's.
