depends on a few factors but given a good pad selection and a suitable grind on the rim for the pad compound then i would say try bleeding it, and also check for frame flex, a booster may be in order. proving you have that ballance right your brake should work perfect..... although that does require them to be set up correctly (pad allignment, wheel tru). if your setting it up yourself just remember always loosen your TPA before setting them up and set pads in correspondence with the rim and adjust to comfortable feel on the finger.

Even on a decent setup with some air in the system the brake will still tend to lock, will just feel more 'spongy' and require more lever travel, so re-bleeding will most likely be a last resort. First thing to check would be whether the pads are close enough to the rim, 2-3mm should suffice. This can easily be changed by undoing the mounts slightly and just pushing the cylinders further in. Second cause of shitty brakes could be the frame flexing. In this case you'll have to get a booster but they're fairly cheap, my frame flexes like a bitch though but my brake still holds well enough.
