2sixstreet
You could have 'egged' the cups (possibly the head tube but unlikely). Wheel straight, impact through the front wheel and forks, slightly loose headset. This has the ability to deform a headset so that its longer one way than the other. When you turn it, it will bind up. Put the front brake on and rock the bike back and forward in different positions to see if its got play in it.I think you mean 1/4 way around . Headsets these days dont usually fail in a spectacular fashion, they just dont feel nice.

timmorley
your steerer tube might be bent. that would cause friction when you turn it.tim

Lawnmowerman
Cups and crown race seated properly? Sounds like you might need your headtube facing.
