Isp's Blocking P2p?

I've noticed that I can no longer connect to any file sharing gizmo, my brother seems to think Toucan and other ISP's block these networks at peak times, but may work in the early hours of the morning.

Is this correct?

If so, it's damn annoying. Granted 99% of the P2P is illegal but surely they can't restrict it's use if we're paying for an internet service?

Most (Shit) ISP's are now limiting common P2P protocols during peak hours yes. But usually only limiting speeds to like 10k rather than blocking completely. If its torrents your using try uTorrent and enabling 'protocol encryption'.
