Exactly It doesn't matter how you cut the tube, ideally the flatter the better. The top cap that comes with the stem provides the slope you need, not the fork steerer. Just cut it as normal, A little bit below the top of the stem (so none of it comes ontop of the stem) and tighten up as normal

If its a knc you've bought I think you've been conned by an evil rip-off company but if its a kmc then meh, unlucky, usually they're pretty good
