Get a 17mm spanner, and undo the nuts just infront of the cones. (shown in pic above) Then just do up the cones by hand, and the with a cone spanner (thin 15mm spanner) hold the cone, as you do up the 17mm nut. This will hold the cone in place, and will stop it tightening with the 17mm nut.

If you're really not confident with building it yourself, then send it to Tartybikes. They should have time when they open up again, being after christmas. Those guys know what they're doing, and have built many fine wheels.
