Some Halfords stores might, depends on if they have someone who knows what they're doing. Don't sell helicoil kits, so if you do go to a Halfords, it's most likely that they'll tap it to a size bigger. Go to a local garage or engineers and get it helicoiled.

If your tyres are slipping on the edges of stuff, then get the Maxxis CC's. I had an old Monty tyre when I first got my 19" wheel, and it was shite. Always slipped on the edge of this ledge, then I got a Maxxis CC on the back, and it gripped so much better. Haven't used any other tyre.

If you're going to use oil, use mineral oil. DOT oil eats throught the seals, and generally rapes Maguras. Everything else works, i've used water since I got my Magura...been alright. People have use baby oil, WD40/GT85, Synthetic oil, water, anti freeze+water, anything and everything.
