Hydroformed, apparently he was gonna use an integrated disc guard too but it looked horrific. Forks look new too.

I have a 31.8 stem and I have 25.4 bars, is there a thing I can buy to put around the bars to make it fit? Would it work or would they slip? Has anyone tried it?
