It depends what you want really, with the Skye you get a lot of high end kit and some very neat design features which the 'cheaper' bikes don't get but unless you're really going to push it you get get by just as well with a Team which is almost as well specced without the bells and whistles.

I think when riding in the wet the bike and tyres are probably far more capable than you think but the important thing to remember is to relax and not stiffen up. Far more chance of things going wrong if you're stiff and forcing the bike rather than riding like you normally would, albeit a touch slower. Also avoid white lines where possible...

I think calling it 'traction control' is going a little far and can't really see it offering much benefit to many to be honest. I'd have thought that with suspension being the norm that a system that tapped into air shocks would be more beneficial than tyres, and a lot lighter and simpler to accomplish.

Unfortunately it isn't quite that simple due to the extra hoops they've introduced for you to jump through. Yes you'll still have to do CBT, bike theory test and then the relevant sections of the full bike test but probably worth contacting your local bike school as a lot of them offer free sessions to determine your level.
