I think maybe you can check by putting it in a bottle, or a syringe maybe, with no air in it, and trying to float it in water. If it's got no water in it - oil based - it'll float. If it sinks like a brick it's made up of water and heavier than water stuff. That's the only way I can figure to check without reading it anywhere.

Phluid isn't oil, I think it's a water-based emulsion. If it's water based, you could add water, but at the penalty of a reduction in its resistance to freezing. I can't find their site to check.
