Yeh basicly all you got to do is balance a little more on the rear wheel and preload (bend legs and spring up) With a small kick in the pedals read the wiki

Looks like your not putting any kick in to go up try putting a small kick in to go upwards will get you up high....i had this trouble a while ago but kicking up is the best way

if the snail cams dont hit the small bolt in the frame they wont tension...you might need to shorten your chain or put a washer behind the bolt so they hit the washer (the snail cams)
