You can get the coils for about 40p each at a place near here Its the tool you need though, easy to make you just need to make the tubing the right sized diameter to the coil over. just a bar with a slot in the centre

Nope because it is wedged against the mount and when you tighten the wheel bolts it gets squashed between the frame and the wheel (if you run them on the inside)
