Get 5mm allen key - Loosen stem bolts (so it's loose on the steerer) - Do up top cap, with reasonable force but not hanging off the end of the allen key - Do stem bolts back up - Check it's tight but turns freely.
Is how you should do it, it's hard to tell what you did from your description.
Ask someone who knows what they're doing to help.

Tapping a 50"-ish wall today with a small drop on the other side, my foot slipped forwards off the pedal and my leg soemhow got hooked on the back edge of the wall, so i fell 50" onto my back, and put a nice big dent into my helmet from the tarmac.
I woulda been walking around with a bit of metal in my noggin if i hadn't have been wearing a helmet.

Anyways, depends what grind you have the ZOO's on.
A matey of mine rusn them on a VERY light grind, just enough to stop the pads glazing, and his are around 6 months old.
Admittedly there was a fair amount of brake dust on his rim when the grind was sharp, but it gives better braking, especially in the wet.

Either:
Buy a disk brake
Get someone to grind your rim, observe them
Buy a jumbo sized pack of thuuper absorbant kitchen roll to wipe your rim with every 5 seconds.
In the wet with a smooth rim i woulda thought the compound of the pad would contribute ~ 1/10th of f**k all due to it being water on aluminuim, not pad on aluminium.
