Urrr, not sure if this is what you mean, but the standard head angle, is between the floor and the heat tube, Eg imagine a line on the floor going back from around the bottom of the front wheel, then going up (slanting backwards) up the head tube.

If you're not on about measuring the "head angle", then fair enough.
